These paper focuses on the issues of prevention and human security trough different perspectives while the significance of the national and local perspectives are emphasized. Trough analysis of critical and affirmative viewpoints on human security the paper argues that the most appropriate one that recognizes national and local needs and priorities and is based on prevention of key threats on human security. The paper also evaluates the experiences on international human security agenda as well as the experience of the Republic of Macedonia in applying preventive strategy. On the other side the question about human security is key point in determining vulnerable groups and the causes of their insecurity. In a conclusion the paper recognizes that long term, structural prevention is a key approach in providing long tern stability and development.
